Council of Europe Main Building

Council of Europe offices are opened by decision of the Secretary General in agreement with the respective country, under the supervision of the Committee of Ministers.

Although their goals and working methods differ, in accordance with their specific mandate, their main purpose is to enable, reflect and strengthen working relations between the Council of Europe and national authorities (mainly Government and Parliament), regional and local authorities, representatives of civil society, political parties and media, as well as members of the international community.

Their activities enable the Council of Europe to assist the country in fulfilling its obligations related to membership, to influence legislative and other reforms, to provide expert opinions in the Organization's professional field, to develop effective training programs (inter alia on the European Convention on Human Rights), to apply pan-European activities such as thematic campaigns and so on. Care is taken to ensure that the initiatives are coordinated with our main intergovernmental partners, the most important of which are the EU and the OSCE as well as the UN and its agencies.

The Council of Europe office in Belgrade was opened by the Secretary General on March 16, 2001. The office was established as the main center of cooperation with the Federal Republic of Yugoslavia, which at that time submitted an application for admission to the Council of Europe.

At the same time, he started working on joint projects.

Today, the Office works in close cooperation with the Government and relevant institutions of the Republic of Serbia in order to more successfully direct and more efficiently implement the programs of professional support of the Council of Europe to reform processes.

The main activities of the Council of Europe are aimed at the promotion of democracy, protection of human rights and the rule of law, bearing in mind the obligations that Serbia assumed upon joining the membership.

Within the framework of the Joint Program with the European Union, the Council of Europe assists the Judicial Academy in strengthening the human rights of persons deprived of liberty and convicted persons in Serbia.
Also, the Council of Europe intensively contributes to all those under the jurisdiction of the Republic of Serbia enjoying their human rights in a better way. Council of Europe projects, in cooperation with the Judicial Academy, contribute to the implementation of the Association Agreement with the European Union by supporting Serbia's efforts to strengthen democracy and the rule of law.

Through various projects, the Council of Europe assists the Judicial Academy in the realization of general courses in the field of human rights for judges and prosecutors, with the aim of improving the application of the European Convention on Human Rights and the jurisprudence of the European Court of Human Rights in the field of freedom of expression in the daily work of the judiciary.

It has been a long-standing practice of the Council of Europe to allow the participants of the initial training of the Judicial Academy, as well as judges and prosecutors, study visits to Strasbourg, which allow the participants a direct insight into the functioning of the European Court of Human Rights in Strasbourg, as well as other bodies within the Council of Europe.

Create the prerequisites for the development of professionalism in holders of judiciary office by establishing clear, measurable and objective criteria for the election and career advancement and their training and professional development, in line with core values and principles the judiciary system is founded on.

Goal

Develop and conduct training programmes for holders of judiciary offices and other staff in the judiciary system, aimed at acquiring new knowledge and its promotion, development of special abilities and skills, to contribute to strengthening of professional and accountable judiciary system.
