Counseling "Criminal Proseness of Hate Crimes in the Republic of Serbia"
In cooperation with the OSCE's judiciary in Serbia in Serbia, 11. and 12. September 2025. in Vrnjačka Banja, organized third counseling on "Criminal Proseness of Hate Crimes in the Republic of Serbia".
The target group of participants were public prosecutors contact points for a hate crime and a judge of criminal offenses that act in cases with elements of this criminal offense.
The counseling was opened by Dr. Jasmina Kyurian, the public prosecutor's prosecutor, which reminded the participants in the publication of the publication "Guidelines for prosecuting hate crimes in the Republic of Serbia", but also indicated the current difficulties and challenges in practice.
The aim of counseling was to strengthen the capacity of judges and public prosecutors in recognizing and efficient prosecution of crimes from hate crimes with focus on examples from national and international practice.
Panelists on counseling were Dr. Jasmina Kiurski, Public Prosecutor in the Supreme Public Prosecutor's Office, Tamara Mirović, Public Prosecutor's Office, Biljana Sinanović, Permanent Lecturer of the Judicial Academy and Jelena Jokanović, Adviser and the SAFC Security Coordinator in Serbia.
The topics of counseling were: The notion of hate crimes and a hate crime, criminal crimes, criminal crimes of hate crimes in the Republic of Serbia), criminal offense of hate crimes - court aspects (challenges and examples of good practice).
Participants had the opportunity through interactive work to exchange experiences, work problems and challenges in practice, but also to improve knowledge about international and national standards and current practice.
By organizing such educational activities, the Judicial Academy's support in Serbia continues to work on hate crimes, but also contributes to strengthening the system of value based on human rights, the concept of equality and non-discrimination.
The Judicial Academy uses another opportunity to thank the Mission of the OSCE in Serbia for support in continuous development and implementation of programs of constant training of judicial functions.
